Dylan Kruger

Having served two terms on Council, Dylan Kruger is running to be the next Mayor of Delta. Alongside the One Delta team, Dylan brings a proven record of public service and a clear vision for Delta’s future – focused on safer streets, stronger infrastructure, responsible spending, greater accountability, and a city families can afford to call home. First elected to Delta Council in 2018 and re-elected in 2022, Dylan has consistently advocated for investments in public safety, reliable infrastructure, and high-quality parks and recreation services that strengthen the community. He believes local government should remain open, accessible, and accountable to the people it serves by championing transparency, public engagement, and efficient, responsible governance. A seasoned public affairs professional, Dylan has led strategic communications, community engagement, and media relations for some of British Columbia’s most significant policy and infrastructure initiatives. He currently serves as Director of Public Affairs for the BC Dairy Association, advocating for farmers at local, provincial, and federal levels. This blend of public and private-sector experience gives Dylan a balanced perspective grounded in practical governance and guided by a vision for Delta’s future. Born and raised in Delta, Dylan and his wife Katie live locally with their daughter Sophia, son James, and yellow lab, Kobe. Rod Binder
Incumbent Councillor, Senior Executive in Sales & Business Management
With the One Delta team, Incumbent Councillor Rod Binder is seeking a second term, building on his first‑term focus on strengthening core services — public safety, community programs, and infrastructure. He’s running to ensure City Hall remains open, accessible and guided by collaboration and respect. A Delta resident for more than 35 years, Rod and his wife raised their two children here. He brings over 40 years of senior leadership experience in sales, marketing and business management, including three decades in print marketing leading major programs for Fortune 500 companies. Rod’s career has provided him practical experience in business ownership, budgeting, strategic planning and long‑term decision‑making. He has served on both profit and non-profit boards including Education in Africa, the Delta Parks Commission, Deltassist, the Delta Police Foundation and the Fraser Valley Regional Library, focusing on strengthening community services and supporting residents in need. Elected to Council in 2022, Rod remains committed to fairness, accessibility, and public engagement. His priorities include mental‑health supports, seniors housing and services for families. He believes City Hall should focus on reliable infrastructure, public safety and well‑managed growth through meaningful public consultation and legislative governance. Jennifer Johal
Incumbent Councillor, Former Teacher & Raja Trailer Business Manager
With the One Delta team, Incumbent Councillor Jennifer Johal is seeking a second term, building on her first‑term focus on strengthening Delta’s business community. She’s running to ensure the interests of local employers and entrepreneurs continue to be heard, respected and reflected in every decision at City Hall. First elected in 2022, Jennifer brings experience in education and business to local government. A graduate of Simon Fraser University with degrees in Geography and Education, she began her career as an elementary school teacher and later transitioned into the private sector and now leads financial operations for her family business, Raja Trailer and Equipment Sales, located in Delta’s Tilbury industrial area. Through her work, she has gained firsthand insight into the needs of local employers, workers and families, and understands the importance of a strong and competitive local economy. At City Hall, Jennifer serves as Chair of the Diversity, Inclusion, and Anti-Racism Committee and as Council Liaison to the Delta Chamber of Commerce, Kirkland House, and Delta School District, where she works to strengthen relationships between local government and the business community. Jennifer believes local government should be accessible, inclusive, and focused on delivering real results. As a councillor, she is dedicated to supporting local businesses, young families, and vibrant neighbourhoods, while building trust and ensuring every resident feels heard. Jennifer is married to her husband Bree and is a proud mom to their two children, Madison and Rockwell. Daniel Boisvert
Incumbent Councillor, Local Notary Public & Community Advocate
Running with the One Delta team, Incumbent Councillor Daniel Boisvert is seeking re-election, building on his first-term focus of delivering value for taxpayers and ensuring the fundamentals of local government are done right. He remains committed to keeping taxes low while ensuring City Hall operates efficiently, responsibly, and in the best interests of residents. A Delta resident for more than 50 years, Daniel brings deep community roots and extensive professional experience to Council. A graduate of the UBC Sauder School of Business, he became a Notary Public in 2008 and operates his practice in Delta, where he has earned a reputation for professionalism, accuracy, and integrity in decision-making. Daniel has also held senior leadership roles within the notarial profession, including serving as Vice President of the Society of Notaries Public of BC and as the founding president of the BC Notaries Association. Through these leadership roles, he developed strong experience in governance, collaboration, and organizational accountability. Prior to serving on Council, Daniel was elected to the Delta Board of Education in 2018, later serving as Vice Chair. He believes strong public education is essential to building healthy, resilient, and connected communities. His commitment to public service also includes serving as a director of the Heron Hospice Society of Delta, where he supported compassionate care for individuals and families facing life-limiting illness. In 2022, Daniel was elected to Delta Council, where he has continued advocating for practical decision-making, responsible spending, and reliable community services. He also serves on the Delta Police Board, helping support public safety and effective policing in the community. Daniel lives in Delta with his wife Sandra, General Manager of the Tunnel Town Curling Club, and their two children, Noah and Abby. He is passionate about public service, accountable leadership, and strengthening the community he has proudly called home for decades. Sylvia Bishop
Two-term Councillor, Lifelong Resident & Educator
Topping the polls in 2014, Sylvia Bishop is back and ready to serve Delta residents once again. Sylvia is running for Council with the One Delta team because she believes it is time to restore transparency, accountability, and trust at City Hall. First elected to Delta Council in 2011, Sylvia served two successful terms and earned a reputation as a thoughtful, hardworking, and community-focused leader. A lifelong Delta resident, she has dedicated much of her life to serving the community she proudly calls home. Before entering public office, Sylvia spent 24 years as an educator, supporting and inspiring generations of students and families throughout Delta. Her background in education helped shape a practical, people-first approach to leadership grounded in listening, collaboration, and problem-solving. Beyond her professional career, Sylvia has long been actively involved in community service and volunteerism. She has contributed her time and leadership to organizations including the Delta Heritage Society and REACH Child and Youth Development Society, reflecting her commitment to preserving Delta’s history while supporting children, youth, and families in the community. During her time on Council, Sylvia served on a wide range of committees and advisory bodies, where she brought a collaborative and thoughtful approach to local governance. She also served as Chair of the Seniors Advisory Committee, advocating for policies and initiatives that improved quality of life for Delta’s growing senior population. Her strong understanding of governance and ability to work constructively with others earned her the respect of colleagues and residents alike. Sylvia believes local government works best when residents feel heard and when City Hall remains accessible, accountable, and focused on the priorities of the community. She believes Delta’s path forward is straightforward — focusing on the basics, delivering reliable core services, and ensuring every neighbourhood receives the attention and investment it deserves. Pawan Joshi
Principal Lawyer & Community Sports Organizer
Pawan Joshi is running for Council with the One Delta team because he believes it’s time for a new approach to leadership at City Hall — one that listens, collaborates, and plans for the future. A practicing lawyer and longtime community advocate with extensive public service experience, Pawan was called to the Bar of British Columbia in 2008. His work focuses on family law, administrative law, and civil litigation, giving him a strong foundation in conflict resolution and fair decision-making. Pawan also serves as a Tribunal Member for the BC Farm Industry Review Board, where he hears appeals and complaints involving agriculture, farming practices, and regulatory accountability. Pawan’s work reflects a longstanding commitment to access to justice, fairness, and service to vulnerable communities. Early in his career in British Columbia, he worked with farm workers, advocating for fair treatment and improved access to justice. He has also worked extensively with Legal Aid to support equitable access to legal services for low-income and vulnerable individuals and families. Drawing on this experience, Pawan understands when the time for arguing is over and believes it’s time for City Hall to move in a new direction with leadership that listens, collaborates, and plans responsibly for the future. Pawan remains actively engaged in his community. He currently serves as Supervising Lawyer for a Family Law Advocacy Program and has volunteered for many years with Access Pro Bono BC and the CBA-BC Lawyer Referral Service. He has also contributed to local governance and community planning through roles including serving on municipal task forces in Delta, along with several other board and advisory positions. Beyond his legal career, Pawan is a passionate advocate for community sports and youth engagement. He volunteers with provincial and national sports organizations and manages a local club in Delta, helping build strong connections across diverse communities. Through this involvement, he understands how important recreation, sports infrastructure, and inclusive programming are to Delta’s future. Pawan believes the One Delta team offers the leadership Delta needs to move forward with a clear and collaborative vision. He wants to help build a Delta where North Delta receives the attention it deserves, where families and local businesses can thrive, where neighbourhoods remain safe and welcoming, and where City Hall operates with openness, accountability, and transparency. Sarah Gallop
Founder and Lead Designer, Sarah Gallop Design Inc., & Community Volunteer
Sarah Gallop is running for Council with the One Delta team because she believes Delta deserves leadership that listens to residents, respects community input, and plans thoughtfully for the future. Founder of Sarah Gallop Design Inc., an award‑winning Delta‑based interior design firm, Sarah is a multidisciplinary designer and creative leader with a background in marketing, psychology, art direction, and interior design. Since founding SGDI in 2009, she has built the firm on collaboration, precision, and meaningful client relationships, leading residential and commercial projects across Canada and internationally. Her work has earned industry recognition, including countless Georgie Awards, and multiple NKBA BC Designer of the Year and Grand HAVAN Designer of the Year awards. Sarah is known for her attention to detail and ability to balance innovation with practicality while keeping people at the centre of decision‑making. She has previously served on the City of Delta Advisory Design Panel, Heritage Advisory Commission and Ladner Village Revitalization Committee, contributing to thoughtful planning and community development. Deeply engaged in her community, Sarah supports organizations including the Delta Heritage Society and the Delta Hospital and Community Health Foundation where she has sat in the board since 2020. One Delta School Board Candidates

Dr. Ammen Dhillon
Incumbent School Trustee, Current Vice-Chair of the Board, Clinical Counsellor & PhD Research Scientist
Dr. Ammen Dhillon is committed to strengthening public education in Delta so every student can succeed, graduate with confidence and be prepared for a rapidly changing world. First elected in 2022, Ammen serves as Vice-Chair of the Delta School Board and is a strong, thoughtful voice for student success. She represents Delta at BC School Trustees Provincial Council, the provincial level where she has been a leading advocate for strengthening both academic achievement and student wellbeing, recognizing that today’s students need more than traditional classroom skills to succeed. As she has said, “Academic skills are essential, but they are no longer enough on their own.” She continues to champion a more intentional focus on relational literacy and mental health in schools which are skills that underpin success in education, the workplace and life. As a trustee, Ammen works actively to ensure that every child, regardless of background, is seen, supported and given a genuine opportunity to succeed. Ammen will continue to advocate at every level of government for the quality of public education Delta students deserve, because One Delta means standing together for every learner in every neighbourhood. With a PhD in Molecular Biology and Biochemistry from the University of British Columbia and over 20 years as a research scientist in the biotech sector, Ammen brings a rigorous, evidence-based approach to decision-making. Today, as a registered clinical counsellor specializing in trauma recovery and nervous system regulation she works primarily with women and young adults in the Surrey/Delta area and offers counselling in both English and Punjabi. This work informs her leadership and her commitment to expanding mental health supports in schools. A long-time Delta resident and mother of two children in the public school system, Ammen understands the importance of strong schools, excellent educators and planning for the future. She also serves as a director with the Delta Community Foundation, supporting initiatives that strengthen the wider community. Running with One Delta, Ammen is focused on forward-thinking, evidence-based leadership that supports students today while preparing them for the challenges and opportunities ahead.

Masako Gooch
Incumbent School Trustee, Healthcare Professional & Inclusive Education Advocate
Masako Gooch is committed to ensuring every student in Delta feels safe, supported and able to focus on learning because when students feel they belong, they can reach their full potential. First elected to the Delta School Board in 2022, Masako has focused on building strong, inclusive school communities and strengthening relationships between families, educators and the school system. She is known for her collaborative approach and her commitment to open engagement and accountability. Masako has been a strong advocate for inclusive, welcoming schools where every student feels respected and supported. As she has said, “When every child feels they belong and are supported, they can focus on learning and reach their full potential.” She supports continued progress through Delta’s Justice and Equity Action Plan, with a focus on transparency, measurable outcomes and meaningful dialogue with families and the community. Masko’s approach embodies One Delta’s commitment to leadership rooted in care, collaboration and community connection. As a trustee, Masako is focused on strengthening core literacy and numeracy, expanding mental health and wellness supports and ensuring both students and educators have the tools they need to succeed. She believes that strong relationships between schools and families are key to student success and works to ensure those connections remain open and responsive. Masako brings a background in healthcare and education, including work as a registered veterinary technician and nursing studies, grounding her approach in care, practical problem-solving and a deep understanding of student wellbeing. A mother of three, Masako lives in Delta with her family, who will be part of the school system in the years ahead. Outside of her work, she stays active through running, triathlon training, gardening and horseback riding - all reflections of her belief in balance, health and perseverance. Running with One Delta, Masako is focused on building trust, strengthening supports and ensuring every student, family and classroom feels connected, supported and set up for success.

Val Windsor
Four-Term Incumbent School Trustee, Leader in Education & Former Board Chair
A four-term trustee and lifelong educator, Val Windsor has a proven track record of advocacy for public education and for results-driven leadership. First elected to the Delta School Board in 2011, Val is seeking re-election to a fifth term as a school trustee. During that time, she served for five years as chair of the Delta Board of Education. Before retiring as a teacher, Val served as president of the Delta Teachers’ Association for eight years where she was dedicated to supporting the educators in our community. Val has long been active in advancing inclusive education and community supports. She serves on the Inclusive Learning Committee, the liaison committee between the school district and the city, the Delta Youth Advisory Council (DYAC) and the Metro Vancouver English Language Learners Consortium, where she served as chair for three years. Val’s leadership reflects One Delta’s commitment to practical, transparent governance that puts students, families, and educators first. She is proud of her work supporting initiatives such as the development of Delta Community College, advancing Truth and Reconciliation and improving graduation rates among Indigenous students. Val remains focused on strengthening inclusive, well-supported schools to improve learning outcomes for all. Val also emphasizes the importance of strong academic foundations and preparing students for the future. As she has said, “School boards have to focus on boosting reading and math skills and championing innovation like our new career pathways program that gives students practical skills and clear paths to their future careers.” A long-time Delta resident, Val values time with her family and remains active in her community through volunteering at her church and helping organize the North Delta Terry Fox Run. Surj Uppal
Business Executive & Youth Coach
Surj Uppal believes strong governance, responsible financial leadership and long-term planning are essential to building a school system where students can thrive. A long-time Delta resident, business executive and youth soccer coach, Surj brings more than 25 years of senior leadership experience with major Canadian companies including McDonald’s Canada, Save-On-Foods, BCLC and Dilawri Auto Group. Throughout his career, he has managed large-scale operations, led organizational growth and helped businesses adapt in rapidly changing industries. He currently serves on the Board of Directors for New Destiny Mining and hosts the AI Surge podcast focused on innovation and emerging technologies. Surj has coached with South Delta United Soccer Club for nearly 20 seasons and strongly believes in helping young people build confidence, resilience and leadership skills both inside and outside the classroom. His experience working closely with students, families and educators, including through his family’s connection to the teaching profession, has reinforced the importance of supporting teachers and ensuring schools have the resources students need to succeed. Surj recognizes the Delta School District as one of the community’s largest and most important organizations, with a responsibility to manage public resources carefully and transparently. His priorities include strong literacy and numeracy foundations, student wellbeing, safe and inclusive schools and preparing students for success in a rapidly evolving world. Born and raised in Delta, Surj started out working on the farms and construction sites of Delta, before moving to the business world. He and his wife have raised their two sons in the community they proudly call home. He remains actively involved through representing South Delta Soccer on his men’s team, mentoring and community leadership. Tamara Bissett-Laza
Labour Representative & Public Education Advocate
Tamara Bissett-Laza is a long-time advocate for public education who believes strong schools depend on listening to families, supporting frontline staff and ensuring every student has the opportunity to succeed. A lifelong Delta resident, parent and community leader, Tamara brings firsthand understanding of how schools function day-to-day and the essential role support staff play in student success, inclusion and school safety. She currently serves as a National Representative with the Canadian Union of Public Employees (CUPE), where she works across multiple sectors on advocacy, bargaining, organizational leadership and problem-solving. Her experience has strengthened her ability to collaborate, build relationships and advocate effectively for workers, families and the communities they serve. Tamara has a long history of volunteer leadership in Delta. She founded the Delta Community Animal Expo, bringing together non-profit organizations, rescue groups, businesses and residents to support community education and engagement. She also volunteers with Ladner Minor Baseball, Delta Fastpitch, the Hawthorne Elementary PAC and the Delta Hospital and Community Health Foundation Gala. Tamara believes strong schools are the foundation of healthy communities and that decisions should always reflect what is best for students, families and frontline staff. Her priorities include safe and inclusive schools, student achievement, mental health supports, transparency in decision-making and responsible financial stewardship. Born and raised in Delta, Tamara attended Ladner Elementary and Delta Secondary and grew up on Westham Island working on her family’s farm and winery business. She and her husband returned to Ladner to raise their son in the same community that shaped her own upbringing. Running with One Delta, Tamara is committed to being a strong voice for students, families and education staff while helping build a school system that is supportive, accountable and focused on student success.

Jesse Bierman
Municipal Planner & Physical Literacy Expert
Jesse Bierman believes strong communities are built by creating opportunities for young people to stay active, connected, confident and supported both inside and outside the classroom. A municipal planner, recreation leader and youth coach, Jesse has built his career around delivering real community outcomes that improve youth wellbeing and quality of life. His work has included leading long-term parks and recreation planning and helping create community spaces that support healthy, active lifestyles for families and young people through projects such as the Tsawwassen First Nation Youth Centre and Ko Gocho Sportsplex Centre. Currently working with the City of Vancouver’s Healthy City Strategy, Jesse helps lead major initiatives focused on social sustainability, public health and community wellbeing. His work has included contributing to Indigenous-led planning initiatives, while also helping deliver recreation infrastructure, youth programming and community spaces in both urban and remote communities. Through these roles, he has developed strong experience in strategic planning, budgeting, stakeholder engagement and collaborative governance. Jesse believes physical literacy, recreation and extracurricular activities are essential to student confidence, mental wellbeing and long-term success. Alongside strong literacy and numeracy foundations, he supports expanding opportunities for students to build friendships, leadership skills and healthy habits that last beyond graduation. Jesse has strong local connections through his work with Tsawwassen First Nation and as a volunteer coach with the South Delta Rams. He has seen firsthand how access to recreation, mentorship and supportive community spaces can positively shape a young person’s future. Gurinder Kahlon
Transit Professional & Grassroots Community Volunteer
Gurinder Kahlon is running for the Delta Board of Education because he wants families to feel confident their children are learning in safe, supportive schools with great teachers and the resources students need to succeed. As the father of a six-year-old daughter attending Delta schools and a two-year-old son who will soon follow, Gurinder understands firsthand how important strong public education is to families and the wider community. He believes every student deserves strong foundations, a genuine sense of belonging and the confidence to succeed in life. Gurinder brings practical leadership experience from careers in transportation, logistics, operations and construction management. He currently works with Coast Mountain Bus Company, helping ensure safe, reliable service for the public each day. Previous leadership roles in transportation and construction management gave him experience overseeing logistics, budgeting, scheduling, compliance and team coordination in fast-paced environments where accountability and sound decision-making matter. Alongside his professional experience, Gurinder has spent years as a grassroots community organizer across Delta and Surrey, helping organize community events, support public engagement and strengthen community connections. These experiences shaped his collaborative, solutions-focused approach to leadership and public service. Gurinder believes Delta students should be well positioned to benefit from growing investments in training, skilled trades and apprenticeship opportunities. With new federal commitments supporting apprenticeships, training spaces and pathways into high-demand careers, he wants to ensure Delta students are aware of and prepared to take advantage of these opportunities so they can graduate with clear pathways that match their interests, strengths and future goals.
